I don't think it is anti-MS ideology, and okular does include some
Microsoft-specific formats (e.g. XPS, and microsoft tags for TIFF).

Also, note that most of the Microsoft formats are at least partly documented
(freely downloadable on MSDN). 

I think the reason why it hasn't been done is that the amount of effort
required to view a format that is viewable by other tools is disproportionate
to the return. It just doesn't seem worth it.

This is not to say that such a generator wouldn't be acceptable (i.e. this is a
valid wishlist item), just that I don't see anyone volunteering to write such a
thing (i.e. it isn't likely to get implemented).
