There seem to be issues in browsing encrypted pdf text (I normally use pdftk pdftk-1.41-19)
When I load the encrypted pdf file, correctly okular ask for password.
Then if you resize windows, change zoom level or just click with mouse in the main okular window and then click on keyboard cursors to navigate the text, you see that windows doesn't refresh correctly, the only manner you can browse is with page up or page down or pan and then change zoom level.
I'll attach a sample pdf encrypted document.
