I've rebuilt qt and okular with debugging enabled. I haven't got a chm or djvu file handy so I can't test them. It seems to be only for pdf's. Here's the output of locale

LANG=en_IE euro
LC_CTYPE="en_IE euro"
LC_NUMERIC="en_IE euro"
LC_TIME="en_IE euro"
LC_COLLATE="en_IE euro"
LC_MONETARY="en_IE euro"
LC_MESSAGES="en_IE euro"
LC_PAPER="en_IE euro"
LC_NAME="en_IE euro"
LC_ADDRESS="en_IE euro"
LC_TELEPHONE="en_IE euro"
LC_MEASUREMENT="en_IE euro"
LC_IDENTIFICATION="en_IE euro"
LC_ALL=en_IE euro

When I start okular from the command line.
okular s800í0363.pdf
Error: May not be a PDF file (continuing anyway)
Error: PDF file is damaged - attempting to reconstruct xref table...
Error: Couldn't find trailer dictionary
Error: Couldn't read xref table

It could be just the pdf I'm using. Thanks
