BTW I want to add that also in my mind this feature is the very key for okular being successful and match with users needs. To understand this it should be enough to look to the may programs that attempt to add and save annotations in pdf. There is a bulk of these program, each with his own limitations, both on linux and on windows. It is time for linux to have THE tool. Don't you think?
