There is not bug at all, just a "custom" solution based on the fact that the
library used by Okular to handle PDF documents - the Poppler library - does
*not* support changing any detail of the annotations in a document.
(While it supports, for example, editing the value of form fields.)

If you want to open one, you want to report that for Poppler, not for Okular.
(Not that the situation is not known to the Poppler developers anyway...)
Keep also in mind that Poppler already supports PDF annotations, but in a
"read-only" way (as I said).
Once Poppler supports changing the annotations in a document somehow, then
making use of that feature in Okular will not be a big deal (some of the code
in a very basic way is sitting here for a while so far).

Note also this bug is about generic storing of annotations in documents, that
means all the kind of documents Okular supports (thus not just PDF). This is
why Okular saves annotations by default in its data directory.

Just a final (due) note:
we are not forgetting this problem at all.
This problem is not trivial to solve, especially with low resources.
Please don't put pressure on us, especially if you cannot contribute at all (if
not by testing); this won't help us at all in solving the issue.
