David: this comes across as a dictatorial. If you are contributing (code, 
documentation or graphics), then your opinion might be less obnoxious, but I 
haven't yet seen that contribution yet.

This is not obvious. In fact, there are almost certainly some users who make 
reasonable use of this. Not everyone wants to share their annotations, or 
have them embedded in the parent document.

It doesn't follow from what you are arguing either.

If you don't want to use annotations, then don't. If you want to embed 
annotations in PDF documents, then finish off the poppler functionality and 
provide the patch for Okular to use it. 

If you can't do those things, then recognise that the developers think that 
embedding annotations in documents (where possible) is a good thing too - see 
Pino's comment #1.   However that doesn't make it an fun thing to work on, 
and I don't think anyone is getting paid to develop poppler or Okular. So 
where is the motivation - certainly not in being told that "they need to 
separate the concepts of what they are willing to do, and what ought to be 
done".
