And some users need to know they are not the center of the universe.

Actually i have mails from users that say the current implementation rocks. Because they don't want their pdf to be modified at all.

BTW And i'm not saying we should not allow saving annotations. 

We should allow it as an option.

Saying to find and alternative to poppler shows you don't know anything about pdf.

Summary:
We need to support storing annotations in pdf documents -> YES
It's a lot of works -> YES
The current feature is useful to some people -> YES
Patches are welcome -> YES

And by the way bashing developers won't help you.
