I have the same issue: when highlighting parts of documents, I have to repeatedly choose the highlighter tool, which is inconvenient and error-prone.

Right now Okular has two notions of modal tools:
* Browse/zoom/select (in the toolbar)
* Highlight/line/etc. (in the review inset)

Can't the two notions of tools be merged into one simple mode?
