[Nepomuk] GraphMigration in 4.11

Hey everyone

As you guys must have heard, there is going to be a migration of data
for the 4.11 release. The original plan was to offer the user 3
options -

1. Backup Tags/Ratings, remove the db, and then restore it
2. Just remove the db
3. Migrate the data (Not recommended)

Migrating the data is very slow, since all the graphs need to be
merged. Also, since this is an excellent opportunity to get rid of all
the old stale data it would not make sense for users to migrate the
data.

Last week, I met many KDE developers and we discussed a better way to
show this migration. The consensus was that it would be best NOT to
show the user this migration wizard and just go with option (1) or (2)
depending on if the user actually has any tags or ratings.

Additionally, there should be no dialog just a systray icon which
shows the current status. That way the users are not bothered and it
just happens in the background.

And finally, we should start the progress dialog from 3% instead of 0
since it gives the user a sense that something is going on :)

I'm going to be implementing most of this this week. I doubt anyone
apart from Sebastian has much custom data?
