[Nepomuk] New development application

Hi,

There is new project in playground called nepomuk-tools. It is intended to
be collection of various development scripts etc that helps develop/debug
Nepomuk-related stuff.

Currently there is one application - nepomukserver-cli. It's purpose is to
work with org.kde.NepomukServer. It can start,stop,restart server and it's
services and execute custom method for running service( via DBus
introspecion )
Usage can be seen with 'help' command, e.g. ./nepomukserver-cli help. More
info in README.

Application is in development stage, so bugs are possible.
