On the ontology level, it's possible to assign localized labels, and we seem 
to already have API for this:

const Property* Nepomuk::Ontology::findPropertyByUri   (  const QUrl &   uri   
)    const

Property inherits Nepomuk::Types::Entity, which has:

QString   comment (const QString &language=KGlobal::locale()->language()) 
const

and

QString   label (const QString &language=KGlobal::locale()->language()) const

We don't have the ontology translated, yes, but it doesn't need any coding.
