job-updater and jenkins_api_client

job-updater hasn't run since we moved server because the jenkins_api_client
ruby module hasn't been ported to Ruby 3.

I found a fork of jenkins_api_client which had the (minimal) modification
to let work with ruby 3

and when I build that gem and install it on Spara it work but with a new
issue about Git I've not looked into.

Running it with NO_UPDATE=1 and it works, hoorah.

Harald can we get that Gem added into our private Gem repo?  I've no idea
how that works.
