packaging repos now on invent

Our awesome sysadmins moved the repos from the old system to invent.

Notably everything is below a /neon/ group now. Otherwise the dir
structure remains unchanged (for now anyway).

I've been poking the jenkins jobs with a stick and they seem to be
working working fine with the new paths.
