debhelper not installing in release

FYI, I manually had to rip out the debhelper from the release repo as
it is not installing and preventing release promotion.

If someone fancies it, disabling the debhelper build for the release
types entirely would probably be good.
If not, same workaround applies until Jon returns and sorts out debhelper.

And on a general note: it would be super lovely if everyone tried to
not introduce broken builds in the release type. Work in unstable
until you are confident things are in working order.
