The "Fonts" catagory in the seeds don't get generated, also redundant fonts in "supporting bits"

I did a recent install and was surprised to see that I had black boxes
again. It seems like the "fonts" part of the seed is ignored. Also, the
other fonts like noto and hack are redundantly placed in "supporting bits".
Kind of confused, just want emojis out of the box.
