docker-hub-rebuild job

I just made a docker-hub-rebuild job which does the simple task of
running curl to POST to a URL to trigger the rebuilds of the Docker
images on Docker Hub.

http://build.neon.kde.org/job/mgmt_docker_hub_rebuild/label=master/3/console

Seems to run fine but no rebuilds happen, the curl command should
output OK, it works fine if I just run it directly on Drax.  What's
going on?
