ubiquity-kde installs ubiquity-kde.png into hicolor. the breeze version as of
5.22 is only called 'ubiquity' and thus does not override ubiquity-kde from
hicolor. 

as a short term fix the ubiquity-kde.png should be refreshed with the new icon
from breeze 5.22, long term breeze-icons should grow a suitable ubiquity-kde
icon file of its own (I told Andreas about this)
