[neon] Neon incubation process

Hi,
Neon is definitely a powerful project to push, and as such there's
some tensions that definitely needs to be sorted out, so the project
can be endorsed with confidence from all parties.

The voting is over and the membership was clear in that KDE can have a
distribution and that the KDE Neon team is well-suited to do this
task. The board is committed to help the project move forward and put
everything at hand to make it happen.

That said, we are aware that there's issues that need ironing out
before the project can shine like we would like it to.

The board remains accessible and open to Mario and the Neon team help
make the incubation happen.
