Put start-here-kde-neon icon also in breeze

This is because kicontheme was changed to follow the xdg icon theme
spec and fall back to start-here-kde in breeze instead of falling back
to start-here-kde-neon in hicolour so kinfocentre and plasma-welcome were
showing the Plasma icon.
