At the time when marble was a new project in 2003 ish, that was the best option available for viewing maps offline (aside from google earth, which you had to pay for to run in offline environments).
Currently, if you have the hard drive space of ~ 10 gig, you can roll your own with https://protomaps.com/ and a local web server.

Hi guys,
I am using a small linux arm64 handheld (odroid ultra go) with lubuntu
20.04 and would like to navigate via marbel and offline maps. Sadly you
can only see a very low resolution image of the earth. If you zoom
closer, it gets a bit blurry. All cities are just dots, no streets, no
lakes, no rivers. There is an online connection and software like
graphhopper works fine (except you can not search for streetnames).
Downloading tiles for different levels does not work either, marble does
simply nothing. Sadly there no console output if a start marbleqt from
console. I don't know how to fix this, any idea? Maybe just lower /
increase the minimum level of zoom or something?
Kind regards
Odroidguy
