This patch adds "View Properties" feature to newly introduced right mouse click menu on placemarks from `FileView` panel, by reusing `EditTextAnnotationDialog`. This also introduces read-only mode for `EditTextAnnotationDialog`, so placemark data won't get changed anyway.
