Changes

Removed the conversion to Utc time before writing to file.
Added a TimeStamp element to the placemark in file tests/data/NewYork.kml, so that the TestGeoDataWriter test checks that the KmlTimeStampTagWriter works fine.


Description

Add support for writing TimeStamp tag to kml file.

This patch includes files KmlTimeStampTagWriter.cpp and KmlTimeStampTagWriter.h, and the modifications required in KmlDocumentTagWriter.cpp, KmlFolderTagWriter.cpp and KmlPlacemarkTagWriter.cpp to write to file valid TimeStamp information.
