We do that for tile downloads and nominatim search requests, but indeed 
forgot to set it for gazetteer.

Sounds great! I'm glad to help out, though I'll probably be of no use on 
the OSM server side given my lack of knowledge there. Ping me via mail 
or IRC (Earthwings in freenode) if you need someone to test.
