Well, I think the ideal solution would be this:

If the map theme has got texture layers with a time tag then a time slider is shown as a float item on top of the map automatically. But we still need to ensure that a useful period of time is shown where actual changes happen. So the tickmarks on the time slider need to reflect actual changes.
