Despite the comments, rendering tiles from OSM .xml or .pbf files is quite
hard. Rendering all tiles is easy, but rendering arbitrary tiles is almost
impossible without an external index for finding the data. That's why modern
renderers use a PostgreSQL/PostGIS or similar setup. I think that's quite
outside marble's scope. The closes I see is the current Vector OSM map, which
is still kinda flaky.
TBH, if you really want offline maps, try some of the Android Offline apps,
like OsmAnd or Organic Maps.
