Same behavior on Ubuntu 18.04 
Version 2.2.20 (2.3 development version)

This has some serious ramifications:
 - You can not delete a placemark, unless you create a separate folder for each
placemark and delete the entire folder
 - You cannot edit a placemark once created
 - You cannot move a placemark once created.   This is a big problem when the
placemark corresponds to something that moves in real life such as a vehicle
that doesn't have APRS tracking.  You should be able to drag a placemark
(perhaps right click and select "move" to unlock)  and you should be able to
edit the coordinates.

It has been over two years since this bug was reported.
