For cylindrical projections the map scale float item bases its calculations on
the central latitude circle of the viewport. This is very unintuitive and
problematic because of the high variance of distances there. Basing the
calculation on its current screen position would be slightly better, but still
has the problem that users will likely "move it mentally" to measure distances.
The only sane way I see to avoid that is to disable the map scale rectangle for
cylindrical projections and instead suggest using the measure tool (displaying
e.g. a tape line icon which, when clicked, would enter measure mode). Opinions?
