This is issue is more general than expected.

Some floating item will eat mouse move events and will stop dragging of globe.
For example the NavigationFloatItem or the License float items will exhibit
this behavior.

Other float items, like the Compass, will not and moving the mouse over them
will not interrupt globe dragging.
