When trying to drag the new navigation float item inside the gray area, it
doesn't follow the mouse.

Reproducible: Always

Steps to Reproduce:
1. Try to drag the float item by pressing the mouse button down inside the gray
area

Actual Results:  
float item doesn't move

Expected Results:  
float item should follow the mouse as long as button is pressed
