Clicking on a link in the legend currently follows that link, but there's no
further navigation possible. Most importantly it's not possible to get back to
the legend (without switching map themes). To fix that, either links should be
opened in a new browser window by default (i kind of prefer that), or
navigation tools like in the popup dialog should appear.
