When browsing around in OpenStreetMap map theme whenever a new area or zoom
level is entered the area appears just blue. This leads to an awful map
browsing experience (since you hit into seconds where you have absolutely no
clue where you are and you are completely fishing in the blue dark). 

Instead Marble should load existing tiles of other levels and should reuse
those until the real tile is there.
This works well in the desktop version.

Reproducible: Always

Steps to Reproduce:
Browse around or zoom in or out.


Expected Results:  
No blue background visible when browsing around. Higher level tiles are used to
provide a temporary replacement for current view (as done in the desktop
version already).
