Marble 1.1 has support for that. You need to download database files for
regions though. The easiest way to do that currently is to use the routing
configuration of the monav plugin and download a monav offline routing map. It
contains offline search databases as well. See also

I don't plan an integration with nepomuk at the moment. One of the reasons for
that is that KDE is only an optional dependency for Marble.
