The plugin was disabled in the default build here:
http://websvn.kde.org/?view=revision&revision=1053182

It will be included per default when it is considered ready for end users --
which requires someone working on it. Until then you can always build from
source and enable it in CMakeLists.txt (remove the comment in front of
add_subdirectory( osmannotate )).
