I can still confirm it in KDE 4.3.1. For me, the yellow glowing dot is always
at 0°0′N/S 0°0′E/W (and in the same time the clock shows the UTC time) except
when I point at Kathmandu (when the clock suddenly becomes able to show the
correct local time!), or when I leave the whole plasmoid area. In this latter
case my native country's capital, Budapest starts glowing, and my correct local
time starts to be displayed.
So, to sum it up: it seems to me that when the mouse is over this plasmoid,
only Kathmandu's local time and geographical coordinates can be displayed. I
the case of any other city, UTC and 0°0′N/S 0°0′E/W will be shown. However,
when the mouse is not over the plasmoid, any (or at least mine) locality can be
displayed correctly. Weird, uh? Maybe some database problem.
Please take a look at https://bugs.kde.org/show_bug.cgi?id=201486#c2 , too.
