Could be implemented in a plugin, I'd say.

Alternatively, have you tried starting the world clock plasma widget using
plasmoidviewer? Running

plasmoidviewer worldclock

starts it as a standalone application here. I didn't try that from the outside
of KDE, but you could give it a try in fluxbox.
