REVISION SUMMARY
  The arrow buttons stopped working when we implemented "jump to position" in minimap mode. This patch excludes the scroll-bar-arrow buttons from the press-event override.

TEST PLAN
  The up/down buttons on the minimap-scrollbar work as expected.
