It should work. I use it regularly. I suppose that you have problems 
because you have entered the deb source line incorrectly. The / at the end 
is important:
deb http://bonca.hu/~rizsanyi/debian sarge/

If this does not help, or this is not the problem, then please can you 
include your exact output of apt-get update

I'm maintain the bonca.hu under ~rizsanyi, so I can fix the problem if 
there is any.
But I think you should write to kdet list with any problems regarding the 
kdetv website and download places.
