  I now see what the problem was.  The machine has been under SYN flood attack 
for a while now.  I contacted adelphia (the source of the problems) and asked 
them to stop it.  I doubt they'll respond, but in any case it was all coming 
from one IP so I just firewalled it off (yes, syn cookies weren't helping) 
and it seems to be fine now.
