Sorry, this is not a bug of kdetv but a limitation of the X servers. When I 
open another video app, only the topmost window will show a picture. I don't 
observe any other "breakage" except that, so I suspect you problem is a bug 
of your display driver. I use XFree 4.3.99 with the Open-Source Radeon 
drivers.
