[Kwintv] kv4lsetup issues

Hi,

I've noticed, that kv4lsetup build/install is currently disabled:

#SUBDIRS = kv4lsetup

in qtvision/plugins/video/v4l/Makefile.am, which seems to be 
inconsistent, since qtvision calls it on startup:

kv4lsetup execution line: kv4lsetup -q -c /dev/video
/dev/video: ioctl VIDIOC_S_FBUF: Operation not permitted
error: framebuffer address could not be set
       kv4lsetup needs root permissions
       kv4lsetup not correctly installed
WARNING: kwintv: kv4lsetup had some trouble.  Trying to continue 
anyway.
