[Kwintv] missing kconfig_compiler

Hi all.
I'm running Gentoo Linux with kde 3.1.4, and when I try to compile QTVision 
cvs, I'm told that I'm missing kconfig_compiler.
Doing a search on my machine comes up with nothing, so indeed its missing.
I do (obviously) have kdelibs installed though, which appears to be where this 
file comes from.
Does kconfig_compiler still exist in kde 3.1.4?
Any way to work around this problem?
