[Kwintv] Plugin access to the UI

It seems, that the actionCollection is not available at the time the plugin is 
created.
If I have turn on the plugin while qtvision is already running, then it is 
properly installed, but if the plugin is turned on at startap then it is 
not...

Do you have any solution for this?
