[Kwintv] what is lart_lgpl_2?

Once again I have come back to KwinTV to try and get this application to
work under RedHat 8 and KDE 3.1.

I have downloaded the CVS and configured the environment, but I am
getting an error right off the back.  When I go to make libsearch I get
this:

I have poked around google and groups.googl but I can't figure out what
the heck lart_lgpl_2 is.  Am I missing a GPL library?

In case it makes a difference:

AMD Athlon 600
384mb RAM
Voodoo3 2000 (PCI)
AverMedia WinTV (BT848 chipset)
