D29413: [kcmkwin/kwinrules] Fix about data and translations

  Translation works fine.
  The problem is that the setting through the window title has stopped working.
  Attached a picture.
  When I click on the specified button, nothing else happens.
  If I bring back “kcm_kwinrules”, setup works again.
