D27788: Implement EGL_KHR_partial_update

  Also implement EGL_EXT_swap_buffers_with_damage.
  
  It's also implemented on the lima at pinephone although not in panfrost at pinebookpro.
  It's implemented in intel though, and it keeps working fine there, hard to tell if it works any better.
