Hi Peter, 
I came across this  recently too and found a reference that this is a problem with GateKeeper or equivalent code that monitors the signing of a package. 
The same source identified the following fix that worked for me: 
In Terminal, run "xattr -rc /Applications/Application.app", that should fix it (naturally, replace "/Applications/Application.app" with your actual application path. No need to disable GateKeeper.
