New home for KStars user manual

[Jasem Mutlaq]

We should be good to go with the English version ready. We don't have any
up-to-date manual online now (the last one is quite old and does not
contain a lot of updated sections) so I say we'd go ahead with the
announcement. I don't have a mapping of the old docbook to the new RST. I
think most docbooks were converted to RST while keeping the same file name.
