Migrating Docbooks to Sphinx documentaiton

Hello,

It has been a few months and the toolchains required to generate PDF and
HTML manuals for KDE applications are still not working. We have decided to
migrate all the Docbook to Sphnix documentation and host the documentation
ourselves.

Is there a pathway to handle translations? For now, we're migrating the
master English docbooks.
