Kstars handbook outdated

[Hy Murveit]

I've tried several times to get someone new to volunteer to be in charge of
the handbook. I've almost succeeded twice!

There are several forum posts that, paraphrased, say "I'd like to
contribute but I can't code".

Perhaps it's time for a new forum post that says "looking for someone to be
responsible for KStars/Ekos documentation"?
