Scheduler strategy on failure?

Hello everyone,

A user reported an interesting issue here:

I think we had issues similar to this before. One solution is perhaps
"pre-emptive" shutdown which is now enabled by default (2 hours). But
issues like above should probably have some timeout constraints placed upon
them?
